Can't get past User Account screen

When I try to login to a user account, or to
Administrator through the SAFE mode, I can't login.

I get the following message on each user account:
"The local policy of this system does not permit you to
logon interactively"

Can anyone help? Thanks in advance...

If you have access to the computer over a network:

If you have no network access, the procedure in the last link might be
doable with an offline registry editor as well, e.g. this one:
