can't get "options" highlighted under "tools" in access

I want to have my access files in a different folder other than "my
documents" --- I.E. creat a different path when I press "open"

check the default database path under tools--options...

The option is not available when Access is open, but without any MDB.
Open any mdb, then the option will become available, and then select the
path,
The new default path will be displayed everytime you run Access
