can't get on line, incoming udp packet blocked

Hello Group:

My system: Desktop and laptop linked through Linksys BEFSX41 router,
WAN to ISP cable modem (Bright house/Road Runner)

Problem: After years of no changes in system, I noted abrupt inability
to get online. After checking everything, I saw that my firewall
(Deerfield-Visnetic) was blocking an incoming UDP packet:

source 192.168.1.101, source port 1029 (or 4294)
destination 65.32.2.74 (Road runner) destination port 53 (or 123)

If I allow this UDP packet, I get online. Otherwise no. I asked the
ISP and they said I had blocked the access to the DNS server. I don't
know how this could have happened.

I'm a networking ignoramus, but otherwise pretty compute savvy. Can
anyone help to explain what is going on here? And is it OK to allow
this incoming UDP packet?
