Can't forward or reply in Outlook

In Outlook, when I try to forward or reply a message, I get the error
message:"messages on this server cannot be modified."
(I can send a new message.)
What settings need changing etc?
 
What version of Outlook?
Are you using POP3?
Are you using Exchange Server?
etc,etc...

I will try to answer your questions-
1) Office 2003 Outlook (11.6359.6408)
2) Not pop 3 -using MSN - HTTP
3) I'm not sure about "Exchange server"

Other:
I use a portable also which is on a wireless lan setup. I can forward/reply
from Outlook on the portable. (I have XP Professional on it and on this
desktop, I have a year older version of XP.
