Can't format cells.

I am using an Excel spreadsheet that was converted over
from a Quattro Pro spreadsheet. When I right-click on a
cell to change the settings in the "format cell" option
(i.e. to lock it or hide it under the protection tab), it
does nothing. I can see "format cell" as if it was
selectable (not grayed out) but choosing this option does
absolutely nothing.

Got any ideas?
