Can't find menu toolbar

I recently opend Excel 2003 and was surprised not to find the menu toolbar at
the top of the sheet. I've tried everything I could think of to undo this
problem but nothing works. Does anybody have any ideas? Thanks
 
Do you mean the standard toolbar?

Try right clicking on the blue area just above the actual sheet and it
should pop up your list of toolbars and then click on the ones you want to
show up.

Do you have any Toolbars showing?

If so, right-click and Customize>Toolbars.

Scroll down to Worksheet MenuBar and hit Reset.

If you have no Toolbars showing you can hit ALT + F11 to get to VB Editor.

Hit View>Immediate Window(CTRL + G) and copy this into the window.

Application.CommandBars("Worksheet Menu Bar").Enabled = True

Hit ALT + Q to go back to Excel.
