Can't find 'local users and groups'

I'm using XPHome.

I'm logged into my Admin account and wish to use
the 'Local users and Groups' area in Computer Management
(local).

I have something called 'Performance Logs and Alerts'
instead of 'Local Users and Groups'.

Where are they and why can I not see them?

Home does not have Local Users and Groups. Only XP pro
or windows2000 and earlier NT have that available through
the computer management utility.
