can't find CD + DVD-Rom drive

I had my pc upgraded but now the system doesn't see the CD-
and DVD-rom/cd-write drives anymore. I can't approach
them in anyway, it's like they aren't installed. Helpie!!
 
-> Are they listed in windows device manager?
-> Is it listed in the BIOS?
-> Have the jumpers on the drive and the IDE cables been
correctly configured?
-> Does it read in MS DOS?
