Everytime I try to empty my deleted items a get an error message saying that
it can't delete the item because the folder is full". The permissions
section of the folder is blocked out.

What version do you have ? There's a maximum size limit for the personal
folders file,2G for Outlook 2002 or earlier ,20G for Outlook 2003 or later.
You may have to repair your personal folders file.

The permissions section of the folder is blocked out.

Try selecting a range of messages in the Deleted Items folder, then holding
the Shift key and clicking or pressing Delete. Do the items delete then?

I had the same problem this morning. It was on my secondary email id in
outlook 2007 on Vista. (two emial ids that I import from a pop server) The
solution was to run scanpst.exe on the offending pst file. So far that seems
to fix the problem. The file did need to be repaired. The Scanpst file is a
hidden file so you will need to make sure to use the advance search of vista
and show hidden files. Normal search functions will not indicate the file
exists.
