can't edit screen saver settings

I have one particular WinXP PC that won't let me change the screen
saver setting when logged in as the user. I can change it in admin, but
then I'm changing the admin's screen saver, not the users. I keep
trying to change the "Turn Monitor Off after 20 Minutes" to "Never",
but then it says Access denied. Is there any way to change this?
 
Thanks, but that didn't work. I also noticed that as the User I can't
open the system Clock/Calendar. I forget the error but it says
something like access denied.
 
It's not at the library, it's an internet cafe, PCs that I took over
trying to manage. It's the way some, but not all, seem to be set by
default, I just want to change it since it obviously can be changed.
 
start, run, gpedit.msc

change what you will, suggest using caution before disabling access to
stuff tho. Have a good one
 
login as the admin user, you probably need to give the "other" user permissions
to change even simple things like screen savers.
 
But I'm not sure which setting it is, I can't seem to find it anywhere.
