Can't Download

Hi, I can't download. I have Win XP SP2 -- the last
thing I was able to download was SP2.

For a while the 'Automatic Prompting for file dowloads'
went missing but I uninstalled and reinstalled SP2 (this
time via CD) and it reappeared.

I have disabled the SP2 Firewall because I have a router.
I have Norton Anti-virus only. I don't have ZoneAlarm. I
have Spybot, Spyguard, and SpywareBlaster but I've had
them for a while and they never interfered with
downloading before.

My Security Setting is medium.

I think something is wrong with that list of things in the
Security Settings but I don't know what.

Please help!!
