Cant download

Im having trouble downloading, It has only happened
since i installed windows xp
even on normal user accounts i cant download, nor on
either of my 2 admin accounts, this isnt a network pc its
just a personal one but my sister sometimes comes over to
check things out for her baby but doesnt go to any other
sites

Whenever i try and download something i click the link
and it says 'ERROR 401, You are not authorized to view
this page' it says that on all the accounts and on all
sites i try downloading from, if i try and use my
download manager it downloads but just as it is about to
finish it says error writing to drive, access is denied,
Ive checked internet options > security > custom, and
downloads, scripting, java and active x is installed, I
even tried downloading xp sp1 or ie6 sp1 and it keeps
saying it didnt pass logo testing, Im guessing theres
something wrong here but what?
