Can't download

When I try to download something from a website, I get an empty page with an
icon in the lower left corner with an exclamation mark that says "done". Can
someone help me.

Give us some links.
 
Any link, none will download. The one in question is the DMV (Ca) for the
SR-1 form. I don't knowhat you mean as far as links.
