Can't download files on Window XP

When I try to download a file for some reason Windows XP
tries to open it in a temporary folder instead of saving
it to the hard drive. When I click on a download link,
Windows immediately tries to open it in a temp folder,
and that window that normally pops up asking if you want
to "Save" "Open" etc. isn't there. When the download is
finish, I get an error message stating that the said temp
folder doesn't exist. I think I may have accidently
checked something that makes it so Windows always tries
to Open the file without my conset. How do you turn it
off? I tried deleting my cookies but that did not work.

What's up?

Try right-clicking on the download link and choosing "Save Target As"
