Can't download .exe. and .doc

On a fresh new installed win xp sp2, I can not download
any .exe and .doc files: when I try, sometimes the connection
starts downloanding and stops shortly after, sometimes
It does not start. It's quite unpredictable.

I guess this does not depend on the browser, since I tried
with IE6, Firefox, Opera and even wget (for win32) but the
result is the same.

I get this behaviour even if I disable the antivirus (avg free)
with its own services and the firewall.

I connect to the Internet using an adsl *modem* (not a router)
and the links works well, e.g. I can download pdf files, large
images and as well browse without any problem.

Office Xp is installed too.

I can't find anything on Google/books and i'm desperate, so
i hope everyone will forgive me for the double post either on
m.p.w.general and on m.p.w.network_web.

Check with your provider - standard procedure in protection against malware
is to block exe. com and bat files.

I think this is definitely not related to malware filtering,
since the day before installing winxp sp2 i could download
those types of files, using the same link.
The previous o.s. was Win98Se.

Could this be related to a flawed OfficeXP instalation?
Maybe some unregistered dll/component?
