Can't Disconnect from the internet... Please Help!

I am having major problems. My dial-up provider has been working fine so I think the problem lies in a windows bug of some kind. I can dial-up to the internet but the symbol of two computers with flashing green screens next to the clock doesn't show up. When I go into the network connections window it doesn't even show my dial-up connection there. I can still connect to the internet and surf the web but I can't get off unless I turn off the computer. Please help

P.S. If anyone knows how to share a broadband connection with a host computer without using the Network Connections Wizard please let me know.
 
Rule out parasites. It's been known to cause this.
