Can't delete icons

On one of my XP PCs, when I try to delete an icon on the desktop it
gives me an error and says I do not have permission. On other XP PCs I
have, I have no problem with this, even when logged in as something
other than admin. How do I fix this so a non-admin user can delete a
desktop icon?

The Desktop contains icons from both the following locations:

%allusersprofile%\desktop
and
%userprofile%\desktop

2nd location is per-user specific and you'll have write access usually.
