Can't delete file

In Internet Explorer I did a “Save As†- web archive single file (.mht). Never looking at the file name IE applied. The file appears to exceed the file name limits of Windows 2000, it has 192 characters counting spaces. The file name is truncated, the last word in the file name is incomplete and missing the .mht extension. Windows 2000 will not allow me to delete it, rename it or even load it into a text editor. HELP please! Below is the actual file name

Have you tried doing any of the above from the CMD prompt ?
