cant delete .exe's from fat32 or ntfs partitions

As the title says I can't delete them. It flips up the error close all
programs this program is in use. These exe's are batch type programs. I cant
find anything that is using them though. I restart and get the same message.
I also get a DCOM event error (#10003). Any help would be much appreciated.

P.S. this happens even if I create a batch file and then rename it to and
EXE. Get the same message when I try to delete it, even if I dont run it.

Have you tried booting in Safe Mode to remove the programs?

when you have to identify and resolve problems that are caused by faulty drivers, programs, or services that start automatically.

If the computer starts successfully in Safe mode but it does not start in normal mode, the computer may have a conflict with the hardware
settings or the resources. There may be incompatibilities with programs, services, or drivers, or there may be registry damage. In Safe
mode, you can disable or remove a program, service, or device driver that may prevent the computer from starting.

To troubleshoot startup problems in Safe mode, follow these steps:
Click Start , and then click Shut Down .
Click Restart , and then click OK .
When you see the message Please select the operating system to start, press F8.
In Windows Advanced Option Menu, use the arrow keys to select Safe Mode , and then press ENTER.

Look in the Add remove programs in the Control Panel for any programs that you did not install and then Uninstall them.
