Can't Delete a File

I just posted a message, and here's another file I can't delete. Yes, I see the theme that a tilde makes for a problem, but I didn't give it this name and can't seem to delete it at all

When I try to delete the file (which I've done only about a BAZILLION times!) I get a message that Windows cannot find the file. It's in a directory, and I cannot even delete the directory because I get an error message that the directory isn't empty. But it's full of a file that Windows can't open or find.

Am I on Candid Camera or Leno or something?

that is an email ...you're ealier post is left over installtion directory
for something ...can you boot to safe mode and delete ?
 
Try opening a command prompt, navigating to that directory, and using wild
card file deleting for all of the files in that directory. So, if the
directory is C:\Cats, once you type CD C:\Cats, and press the Enter key,
when your prompt reads C:\Cats
type: DEL *.*
You'll get an are your sure y/n message, type: y press Enter, and all files
in that directory should be deleted, and then if you want, you should be
able to delete the directory.
