Can't Customize Quick Access Toolbar

When I right click on the QAT, the "Customize Quick Access Toolbar" is grayed
out as are all of the options to check below that. When I go into the Excel
Options to Customize, the "add" button is grayed out so I can't add buttons
to the QAT.

I am able to customize the QAT in Word...

Any Ideas??

I am experiencing this same issue. I tried replacing the Excel.qat with a
working Excel.qat. I also tried reinstalling the software, having someone
else sign in to see if was a corrupt profile.
