Can't create New Folders

When I try to create a new folder by using either the Explorer File|New or
right click and goto New on the Desktop, a dialog comes up saying "Prepairing
to Install" this dialog will flash a couple of times and than it closes
including the New option. I can't create any new folders anymore.
Any ideas?
 
Problem Solved!
just in case some one wants to know. A faulty uninstall of Corel Graphics
Suite11 apperantly caused the problem. I re installed the program and
everything is OK now.
