Can't Compose a Message

I use the ARMY portal AKO. When I try to compose an email
by opening the compose icon I get a message that IE has
stopped a pop up from opening. Same thing happened when I
tried to open an account statement on Sharebuilder. What
is happening ?

In IE go to Help | About. What is the entire version number (e.g.
6.00.2800.1106).
