Can't click taskbar or Start Menu

I don't know what happened but when I put the cursor
anywhere over the task bar or try and hit Start, all I
get is an hourglass cursor. I'm not able to access my
taskbar or Start menu at all.

Has anyone else come across this problem? What am i
Supposed to do?

I've seen this (in Win 9x) when some program is hung. Usually the Explorer
module is hung on something. Try Ctrl+Alt+Del when it happens and see if the
Task Manager's Applications tab shows anything hung. Otherwise, start
isolating things that you start at system startup. Finally, if that doesn't
work, scan your system for viruses and parasites.
