I removed this Trojan, and merged the correct registry settings to
re-display the correct tabs in the Display Properties. However, I
sitll cannot change the background image. It appears to be a security
settings. Anyone know the correct registry entry for this?

Check for these keys:

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\ActiveDesktop]
"NoChangingWallpaper"=dword:00000001

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
"NoChangingWallpaper"=dword:00000001

If they exist change dword value to 0. I think you can also just simply
delete them but export them first just in case.

Thanks, Steve. Deleting the entries did the trick.
