I don't know if this is an issue with the newer versions of Photoshop
and Elements, but I know with the one I have (6.0), 'Center Image'
means that the image is centered within the printable area of the
paper, NOT the full sheet of paper. Therefore if your bottom margin is
..55" and the top margin is .12", 'centered' will be .43" closer to the
top than to the bottom. The problem is knowing what those margins are,
which is not necessarily easy (as the specs given on your
manufacturer's website may be estimates, and not precise enough).
However, left/right usually comes out centered because nearly all
printers have equal margins on both sides.

Go to HP's website and find out what the print margins for your paper
are. Find the difference between them, use Elements 'Center' command,
then un-check it, and add the difference to the top margin. Do the
same thing with left/right if they are uneven as well.

This is bad software design. While I appreciate the fact that
Photoshop tries to keep you from going outside the print margins,
having to calculate the position of each image to get it properly
centered is incredibly annoying. I tend to use Paint Shop Pro 5.0 Beta
for final printing because it measures the margins from the edge of
the paper (but it won't warn you if you're outside the margins).

The fact that your left/right alignment is off makes me think it might
be a different problem, either with the drivers, with a different part
of Photoshop's setup, or with the print rollers on your printer.

Thanks for this input. Quite a tricky piece of juggling. Here's a
workaround that saves a lot of trouble. Photoshop Elements under Image
/Resize allows a setting for Canvas size. So I now save a file
"Myimage 6.02x9 on 8.5x11". This prints with the image properly
centered on the 8.5x11 paper.
