I did a go back on my girlfriends HP computer. When the computer rebooted, I got a message that the "windows\system32\config\system" file is missing or corrupted. I am requested to insert the setup CD. Of course since Windows XP was preloaded, ther was no setup CD with the computer
HOW CAN I START THIS COMPUTER, since its not even possible to make a start up disk on my currently operating laptop???????

any help would be great. or will I be forced to buy the windowa XP program to get the HP working???

All manufacturer's are required to offer some sort of recovery method.
Check the computer's documentation as there is likely a recovery partition
on the hard drive and a means of running a recovery routine, you may have to
contact HP for this information but it should be in the system's
documentation.

I just had the same problem in my PC, which is also a HP.
My computer didn't have such a disk either. I tried to get
a recovery cd from them, but they said they would only
take credit cards, and I don't have one.

All my problems started when I ran Norton SystemWorks 2003
not long ago.

Will I have to buy another Windows XP Disk?

If they didn't give you a disk, their licensing agreement requires them to
have given you some means of recovery. Check your documentation or contact
their tech support as this is their responsibility.

According to them, my computer is supposed to have some
sort of partition in my hard drive because "it would be
easier than carrying disks."

I tried Recovery Console and fix the "missing"
or "corrupted" registry, but it still gives me the same
message.

I think Norton System Works ruined those registries.
