CAN'T BOOT UP

When I was restoring, the system shut down. Upon re-boot, the message says
<windows root>\system32\ntoskrnl.exe. is missing or corrupt. Please
reinstall...
ok, but I can't get to a dos prompt, safe mode, nothing???? Help
