Can't add "favorites" to taskbar

My PC at work is "locked down" - I cannot access the start menu and taskbar
settings, the Run command, the Command prompt, etc. I am trying to find a
way to simply add my favorites to the start menu without having to work
through an Admin.

Any ideas? Thanks!

The Admin... but methinks they want you to work not play. You have a home
computer for that no?

It's actually more productive for me to have the favorites in my task bar.
Without it, I must open IE and then choose my favorite (which is all
work-related.) With the setting enabled, I can simply go straight to that
website without extra steps.

Home = play; work = work.

I am trying to find a way to simply add my favorites to the start

If you Right-mouse-button on the start menu do you get "Toolbars"? In
"Toolbars" do you get "New Toolbar"? It's not quite what you want, but I
find this mechanism very useful. I have a folder on my desktop called
"Stuff" where I keep links to everything I use frequently. I created a
toolbar pointing to "Stuff" and it's really easy to get to my... stuff.
