This doesn't look like a complete error message from Windows Mail.
Can you show us the rest of it?

Outlook Express won't work under Vista. You are likely to get
worse than just this error message if you try.

There's a procedure for importing messages and other information
from Outlook Express into Windows Mail. Do you need it?

If messages are piling up in your Outbox, what happens if you try
to delete the oldest one or move it to the Drafts folder and then
restart Windows Mail?

Who is your email provider (probably the same as your internet
provider)?

Next time you want to reopen WinMail first right click the taskbar and
choose Task Manager. See if winmail is running on the Processes tab. If it
is, select it and click End Process.

What anti-virus are you using?
Email scanning should be turned off in any anti-virus. Also exclude EML
files from the scan. It provides no
protection not provided by the regular resident protection.
Besides that, McAfee and Norton are not compatible with Windows Mail and
Outlook Express and should be uninstalled. The latest version of Trend's
anti-virus seems to be causing problems too.
