can't access user data

After upgrading my motherboard and processor, I reinstalled XP Professional
on the same hard drive. The previous install of XP had a password protected
user account with the privacy option enabled. After the new install of XP, I
cannot access (or delete) the data in this directory. The error message is
"Access Denied". This is a standalone computer and I have administrator
rights. I'm running SP2.
