cant access security centre

I'm trying to set up security on a new laptop (Windows XP). I checked the
security centre and the firewall was already set up. However I then installed
Norton and used its firewall. Now I'm experiencing problems connecting to the
internet - I keep losing connection and I think this may be because I've
loaded on a new firewall when the windows firewall was enabled. I now cant
get access to the security centre to turn off the windows firewall. I get a
message saying I need to restart computer which I've done several times but
still cant open it. Any ideas how I can turn off the windows firewall and
just use Norton - am I even right in assuming this is the cause of my
connection problems?

As Paul said, post to an XP newsgroup, such as
microsoft.public.windowsxp.general. I believe installing NIS disables he
Windows firewall so that's not the problem. I would suggest you get rid of
NIS. It is bloated and can cause more problems than it's worth. There are
other, less resource intensive applications for firewall, AV and
anti-spyware, some of which are free.
