Can't access secure sites

I have Windows 98 on a DELL computer and recently when I've tried to access
two secure sites, I haven't been able to get in. One site was a catalog
checkout page and the other was a member login page. Any ideas?

This is a Microsoft Access (the database application) newsgroup, not an
Internet Explorer newsgroup.
