Can't access group policies

Hi,

I am having a problem with my 2003 server regarding group policies. Everytime I go to the group policy editor whether in domain security policy or domain controller security policy, I get an error that says access is denied (even though I am logged in as the enterprise admin.) This server is also an exchange 2003 server, dns server, and the only domain controller in the forest. We are using this server only for pulling email on our NT domain.

Here are some of the errors I get in event viewer.

Event Type: Error
Event Source: Userenv
Event Category: None
Event ID: 1030
Date: 12/12/2003
Time: 10:58:11 AM
User: NT AUTHORITY\SYSTEM
Computer: KF007
Description:
Windows cannot query for the list of Group Policy objects. Check the event log for possible messages previously logged by the policy engine that describes the reason for this.

The file must be present at the location <\\kaiserfederal.local\sysvol\kaiserfederal.local\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}\gpt.ini>. (Access is denied. ). Group Policy processing aborted.

For more information, see Help and Support Center at http://go.microsoft.com/fwlink/events.asp.

Any help is greatly appreciated. Thanks.

If you're logged in as a Domain admin, can you browse to
\\kaiserfederal.local\sysvol\kaiserfederal.local\Policies\{31B2F340-016D-11D
2-945F-00C04FB984F9}\gpt.ini in explorer?
