can't access certain websites

I have run into a weird problem. There are a couple of
specific websites that are accessible on some segments of
our VLANs (Win2K, active directory) and not on others. All
VLANs sit behind the same firewall. Why are these sites
unavailable?
 
Could it have something to do with Internet Settings:
Content Manager - and/or Internet Zones on specific
workstations?
If not, then I can't help much more. :/
