Cannot view secured web sites

I am unable to view secured web sites. I uninstalled
Norton Firewall (that was a problem about 9 months ago),
reset the security settings under Internet properties,
ensured all services associated w/Norton are not running.
I have tried what Knowledge base had to offer and still
cannot access secured sites. Can anyone suggest
something??

Look under Tools, internet options, and the Advanced tab -
scroll down to security and make sure the "Use SSL 2.0"
and "Use SSL 3.0" boxes are checked.
