Cannot view secure websites

I can't view any secure websites (including any
Microsoft update sites). Everytime I get to a secure site
I get a security error and it says check your security
setting. However no matter what the security setting are
I have the same problem. Someone mentioned to me that I
needed to refresh my certificates. How would I do that?
The computers time and date are correct.
