Cannot view address bar

Have tried View > Toolbars and the address bar appears to
the extreme left of the standard toolbar buttons. There
is no handle to move the address bar down to next line
and turning Standard Buttons off does not bring it into
view either. Uninstalled and reinstalled with new SP -
does not fix the problem.
 
Found solution by calling DELL: Toolbars were locked.
View > Toolbars > Lock the Toolbars was selected.
