Cannot use hotkeys like crtl+v, ctrl+c and delete key in outlook

For some reason on one PC user cannot use CTRL+V to paste text into the
letter in Outlook. The only option is to click on the toolbar button "paste".
But though at the same time everything works perfectly in Word or Notepad. In
addition it is also impossible to delete symbol with "DEL" key or copy
something with CTRL+C.
