Cannot start MS Outlook-.DLLFile could not be found

When I attempt to email from a website link I get the following message.

Cannot start MS Outlook. The .DLLFILE for the informationservice could not
be found. MAPI was unable to load the information service PSTPRX.DLL. Be
sure the service is correctly installed and configured.

I am a computer neophyte and could use some help in fixing this problem
