Cannot Shutdown

I cannot shut down my windows xp computer! Once logged in, i can not
choose start and shut down. Nor log off, nor restart. If I type
"shutdown -l" in the run line, it will log me out and then I can shut
down from the login prompt. If I type "shutdown -s" in the run line, it
will NOT log me out or shut down or restart or anything.

Can anyone give me some ideas for things to check as to why this is
happening?

Hi Layna,

Bring up the Windows Task Manager. Click twice on the CPU heading. Which Process is taking over the CPU?
 
System Idel Process is 99%
If I open event viewer, there is an error in there regarding this
attempt to logout.
Source: USER32
Type: Warning
Event ID: 1073
The attempt to logout COMPUTERNAME failed.

Any other ideas?
