Cannot Shut Down XP's Windows Messenger

I Have Used Administrative Tools / Services To Disable And Stop "Messenger
However It Returns On Every Boot Up
Rechecked It After New Boot And It Is Still Disabled However The "Green Man" Icon Persists
Checked Knowledge Base, Etc. ...Nothin
Advise ?

Did you stop Windows Messenger or the messenger service? The two are
completely dissimilar.
 
The Messenger Software Is Called "Windows Messenger Microsoft.NET Version 4.7"

Yes, but what you stopped was the windows messenger service, which
is something completely different, despite the similarity of the
names.

You stopped the messenger service which is completely different from Windows
Messenger instant message program. To uninstall windows messenger instant
message program:

Close down Messenger (right click the messenger icon in the notification
area/system tray and click exit). Then click the start button, then
click Run and type in (copy-paste if you like):
RunDll32 advpack.dll,LaunchINFSection %windir%\INF\msmsgs.inf,BLC.Remove

Then click OK. Messenger will then be uninstalled. For more detailed

If you don't want the program to Load every time with
windows, but don't want to remove it....

Open Windows Messenger

Tool\Options\Prefferences\ Unselect everything under
general. Click ok, Close the Program. It goes away, Until
You use OE, when OE closes, WM4.7 Closes aswell.
