Cannot share Excel spreadsheets stored in Public Folders

My clients are having trouble sharing Excel spreadsheets stored in Publick
Folders in Outlook 2003 running on Exchange 5.5. Whoever saves the file last
has all their changes saved, overwriting everyone elses. Any ideas?
 
This is normal behavior. Public folders have no document check-in/check-out
features.
