Cannot set NTFS permission

If I try to format a partition from disk management, the
only choice is NTFS (No FAT, FAT32 or the other choices).
However, on those NTFS partitions, if I right-click any
folder and open property dialog box, there is
NO "security" tab so I cannot set any NTFS permission on
files or folders.

How can I solve the problem?

My OS is Microsoft Windows XP [Version 5.1.2600].

A: XP will not format to FAT 32 if a partition is bigger than 32GB

B: For the permission page you need to have 'Simple File Sharing'
turned off. You do this in Pro at Folder Options - View (check box well
down the list). Home only provides the simple file sharing. You can
work with Permissions there if you boot in Safe Mode and logon as
Administrator, but this is really only for making broad settings
