CANNOT SEND EMAILS

I'm on Vista and use Windows Mail. I can receive emails, but not send them.
I've tried changing my Acct settings to log in w/my email address and
password, then also turned off firewall....still can't send!

Here's the error msg:

The connection to the server has failed. Subject 'Re: proposed budget info',
Account: 'Qwest Acct', Server: 'smtp.live.com', Protocol: SMTP, Port: 25,
Secure(SSL): Yes, Socket Error: 10060, Error Number: 0x800CCC0E
