cannot send emails on windows mail

after reading these message boards and trying everything, i've no idea what
to try next. this is the message i get. please help. thank you:

The connection to the server has failed. Subject 'Try this one', Account:
'Windows Mail', Server: 'mail.tesco.net', Protocol: SMTP, Port: 587,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

I just answered this one in your other post.

Go to tools>accounts>select your account>properties>Advanced tab, change the
outgoing SMTP Port from 587 to 25>apply>OK.

Now try to send a test message to yourself, after clearing the Outbox.

Post any other error message that you may now get?
