cannot send email through outlook 2007 but can receive it

Just purchased this computer and email was working fine and then for some
reason I can get email now but can't send. All the settings are correct, I
can send and receive through comcast but not outlook. Error message
(0x80042109) outlook cannot connect to your ougoing (SMTP) email server.
Does anyone know how to fix this problem.?
 
Check in windows safe mode you will be able to send e-mails i am 100 % sure
what ever antivirus you have uninstall and reinstall it back
