Cannot send e-mail

I've contacted my service provider and gone through the
trouble-shooting with four seperate operators and they
all said my settings were correct, but that they couldn't
solve the problem.

When I send an e-mail the error message I recieve is:

The message could not be sent because one of the
recipients was rejected by the server. The rejected e-
mail address was '(e-mail address removed)'. Subject 'hi',
Account: 'pop.charter.net', Server: 'smtp.charter.net',
Protocol: SMTP, Server Response: '550 #5.1.0 Address
rejected.', Port: 25, Secure(SSL): No, Server Error: 550,
Error Number: 0x800CCC79

I can send mail only to addresses at charter.net

Are you properly authenticating to the outgoing server?
 
All my settings are correct, I troubleshooted the
settings with isp techs.

That doesn't mean they got it right. What options does the "Outgoing
server" tab on your account properties contain?
 
the outgoing server options asks for server
authentication. That box is unchecked. Also this server
requires ssl, this box is unchecked.
My outgoing mail server is set for smtp.charter.net.
