cannot select window unless maximized

since a few days ago, something weird has happened.
if i open a window and it is not maximized, as soon as i move the pointer
from the task bar, the window dissappears (into the background)
the only way that i can click something in the window is to maximize it.
i can access the smaller window if it is the only window open in front of
the desktop, ie, no other windows in the background.
i think i may have chaned some setting using Tweak UI, but i am not sure of
that.
 
TweakUI > Mouse > X-Mouse > remove checkmark from 'Activation follows
mouse (X-Mouse)'
