Cannot Select Text or Coyp & Paste in IE6, AND MS Volume Control E

Hello --

I have a recurring problem:

Five times now in the last month, Internet Explorer has stopped allowing me
to select text and/or copy & paste text. Simultaneously, Microsoft Volume
Control lowers the volume to zero, and refuses to let me increase it. I
presume these are related, since they both occur together. I have rebuilt
the drive twice from recovery discs, and have used System Restore twice.
This time, System Restore is not working. The copy & paste problem is also
occurring in Outlook Express, but NOT in MS Office, Firefox, and other
programs.

Does anyone have suggestions on how to fix this?
